Plan and monitor progress of vessels in port; assign, plan for and minotor pilots, harbour tugs and more port resources

Vessel operators' call bookings are received throughout the day; some are new calls, some are changed ETA/ETDs and some calls, which were supposed to be booked are still outstanding. You do your best to assign pilots, tug boats and other supporting services as requested by the operator agents, and you keep the vessel masters and operators' agents well informed of expected pilotage readiness. You try to avoid parking the vessels at the anchorage if the target berth is ready for them, and in particular you do your best to inform the vessel masters up front, if waiting time at the pilot access point is to be expected due to lack of berth, pilot or constraints in your access passage, so the master can reduce his service speed and save bunkers for the operator.
You plan for use of the port access passage addressing traffic and passage constraints and deliver the vessel alongside the allocated berth with the respective terminal operator. And then you follow the handling progress and prepare for vessel's port exit, securing timely arrival of pilot and tug boats and dispatch the vessel in good order.

And then the vessel operator tells you, that last month's anchorage time due to pilot delays or access passage constrants was too high, whilst you know that in reality it was due to changed ETA from the operator himself, or unavailability of berth. But nobody can remember after a month.
